High Strangeness "Alien" Footage from Turkey

This footage was taken on February 12 in the central part of Diyarbakir, Turkey. It is said to be from a security camera, but why such a camera would be moving as if held in somebody's hand is not explained. However, the way the individual in the footage walks is consistent with real movement, as is the shadow. When the individual suddenly levitates, the shadow moves correctly as well. This is graded B--Possible Unknown.

Ed. Note: We are officially very cautious, as we should be. To my eye, this is a hell of a piece of footage!
